China’s CXMT Plans $4.2 Billion IPO on Star Market

CHINA’S DRAM GIANT CXMT SETS SIGHTS ON $4.2 BILLION IPO

CXMT Corporation, the backbone of Chinese memory chip manufacturing, is gearing up for a monumental entry into the stock market with plans to raise a staggering 29.5 billion yuan, equivalent to $4.2 billion, through an initial public offering (IPO) on Shanghai’s Star Market. This ambitious move is a critical component of China’s strategy to achieve technological self-reliance and resilience amid escalating geopolitical tensions.

The listing application submitted to the Shanghai Stock Exchange highlights that CXMT, the nation’s largest producer of dynamic random-access memory (DRAM) chips, plans to issue a maximum of 10.62 billion new shares. This ambitious IPO is on track to become the second-largest in the Star Market’s brief history, just behind the remarkable 53.2 billion yuan raised by Semiconductor Manufacturing International Corporation in 2020.

PRE-REVIEW MECHANISM: A GAME-CHANGER

CXMT’s IPO is distinguished by being the first project accepted under the newly introduced “pre-review” mechanism by the China Securities Regulatory Commission. This innovative approach is designed to secure sensitive information regarding critical core technologies, mitigating risks associated with technology leaks and competitive exposure.

STELLAR GROWTH AND STRATEGIC INVESTMENTS

Founded in 2016, CXMT has swiftly ascended the ranks to become China’s foremost and the world’s fourth-largest DRAM manufacturer. Its chips power servers, mobile devices, personal computers, and smart vehicles, garnering a client list that includes tech behemoths such as Alibaba Cloud, Tencent Holdings, and Xiaomi. According to market analysts, CXMT’s production capacity surged its market share to 3.97 percent by the second quarter of 2025.

Despite a net loss of 9 billion yuan recorded in 2024, CXMT anticipates a dramatic turnaround with projected profits between 2 billion and 3.5 billion yuan in 2025, riding the wave of a recovery in the DRAM market. The IPO proceeds will be strategically allocated with 13 billion yuan earmarked for enhancing wafer fabrication capabilities, while 7.5 billion yuan will fund technological upgrades in the mass production line. An additional 9 billion yuan will propel next-generation DRAM research and development.

LOOKING AHEAD IN A COMPETITIVE LANDSCAPE

As CXMT positions itself for a successful IPO, it faces significant competition from global leaders like Samsung Electronics, SK Hynix, and Micron Technology, which collectively command over 90 percent of the global memory chip market. However, with substantial investments in technology and production capacity, CXMT aims to narrow the gap considerably and affirm its presence on the global stage.

With anticipated revenue reaching at least 55 billion yuan for the full year of 2025, the market is poised with keen interest in CXMT’s upcoming IPO. The dynamics of the DRAM industry are shifting, and CXMT is charting a compelling path to secure its place as a key player in an ever-evolving global landscape.
