COMMISSION REINFORCES RESILIENCE OF MONEY MARKET FUNDS WITH NEW GUIDANCE
The regulatory framework governing money market funds (MMFs) within the European Union is functioning effectively, as indicated by a recent European Commission report released on May 11, 2026. The document underscores that the market stands to gain from more comprehensive guidance, which the Commission has provided in the form of Frequently Asked Questions (FAQs).
MMFs are vital to the economic landscape, offering essential short-term financing options for both businesses and governmental entities. These funds allocate investments in high-quality, short-term debt instruments and cash equivalents, allowing corporations to efficiently manage substantial cash balances. Over the past few years, the sector has witnessed significant growth, positioning the EU as a preeminent global hub for MMF investments.
The report, accompanied by the FAQs, aims to deliver essential additional guidance that seeks to promote consistent and well-calibrated oversight of MMFs throughout the EU. This initiative is designed to fortify the sector’s resilience and assist both MMF managers and regulatory authorities in pinpointing circumstances that may necessitate closer examination. Ultimately, this approach aims to mitigate the potential for contagion affecting the broader EU financial ecosystem and the overall economy.
Since its implementation in 2018, the EU’s MMF regulatory framework has been subject to evaluation. A previous report from 2023 revealed that the framework has consistently performed well, including during periods of market tension. Nonetheless, it highlighted that certain aspects demanded further investigation.
Building upon those earlier conclusions, the current analysis reaffirms that MMFs generally adopt a conservative posture, maintaining liquidity reserves that exceed the regulatory minimum requirements. The provided FAQs elaborate on the minimum liquidity thresholds for MMFs and clarification on the utilization of liquidity buffers, particularly indicating their importance in addressing rising redemption requests during tumultuous market conditions.
Maria Luís Albuquerque, the Commissioner for Financial Services and the Savings and Investments Union, emphasized:
“Today, we are offering clearer guidance on the necessity for money market funds to manage and utilize liquidity buffers, especially during market stress. This strategic support will promote uniform supervision and enhance the resilience of money market funds, ultimately contributing to the stability of the financial system.”
